The 22nd Universal Postal Union Congress was successfully held in China on September 23, 1999. China joined the League of Nations on April 1, 1919. On April 13, 1974, the Universal Postal Union passed a resolution to restore the legitimate seat of the People's Republic of China in the Universal Postal Union. This is the first time in 125 years since the establishment of the Universal Postal Union that such a conference has been held in China, and it is also the last conference held by the Universal Postal Union in the 20th century. This not only excites and makes stamp collectors in our country proud, but the country also attaches great importance to the convening of this conference. Chinese President Jiang Zemin served as the honorary chairman of the organizing committee and personally inscribed the words "Developing modern postal services to meet social needs" for the conference (see the small sheet in the bottom left picture). Vice Premier of the State Council Wu Bangguo serves as the chairman of the organizing committee. To commemorate the convening of this conference, the State Post Bureau has issued commemorative stamps, small sheets, postcards, postal letters and other postal products, and held a series of related activities such as the "China 1999 World Philatelic Exhibition" in Beijing from September 21, 1999 to 30, 1999. More than 2000 representatives from 189 member states and over 20 international organizations attended the conference, which was a great success. According to the report, an important purpose of Prime Minister Dunkan's visit is to bid for the 23rd Universal Postal Union Congress to be held in 2004. In order to commemorate the 22nd Universal Postal Union Congress held in our country and look forward to the 23rd Congress to be held in 2004, and I also hope to collect signatures from African heads of state, I used the first set of commemorative postage postcards JP63 (4-1) issued in 1997 for Prime Minister Dunkan's petition. The stamps and patterns on this postcard are based on the emblem of the 22nd Congress and the Great Wall pattern with an envelope as the base. It can better reflect the meaning of China Post connecting the world. In order to make up for the postage required for air registration, I used a recently issued 1999-9 (2-2) commemorative stamp for the 22nd Universal Postal Union Congress. The stamp's design is based on the site of the 22nd Universal Postal Union Congress in Beijing. This makes the postcard more timely. The insufficient postage is compensated with the smallest Great Wall ordinary stamp. The 10 cent postage ordinary stamp cannot be bought at the post office and is purchased at the postal market, which is also a characteristic of China Post at present! | ||||||

1999.11.7. I was fortunate to receive a reply from Ivory Coast (see picture below). This is the first time I have received a reply from a leader of an African country. The reply is stamped with a square red postage payment postmark, and to the left of the square postmark is a connected circular postmark and a symbol in the shape of the national emblem. The red text "01 B.P.1639 ABIDYAN 01 REPUBLIQUE DE COTE D'IVOIRE" (French: Abidjan, Ivory Coast) is printed under the national emblem. The postmark date is 1999.10.27. The Nanjing landing stamp on the back is 1999.17. This indicates that the mail journey is 11 days. | ||||||

The postcards seem to have been soaked in water, which is the only time in the postcards I have sent and received that this situation has occurred, and it also reflects some problems with African postal routes. The back of the postcard is covered with two ground stamps with a diameter of 27mm. The red handwriting is mostly clear, indicating the English words Ivory Coast and 1999.10.5. The upper part of the other one is blurry, but it can be seen that the date seems to be June 1999. It may be the postmark of the second delivery office. It took a total of 22 days from September 14, 2000, to send the letter to the delivery office, which is quite a long time. For the modernized world postal service, it is regrettable. This is probably related to the relatively backward overall economic development in Africa. | ||||||
Prime Minister Dunkan's signature is clear, bold, and very interesting. This not only highlights the passionate and unrestrained national character of the African region (which I have shared in the signatures of three African leaders, please refer to P01-19 and P01-23), but also demonstrates the talent and education of the signatories. The entire signature is divided into three lines. The first line asks for Bien cordialement in French, and the second line clearly shows the signature of Duncan Kablan's rules, which is very easy to recognize. And the third line adopts exaggerated and decorative artistic techniques. The letters seem to be dominated by Duncan, but may also contain a few other letters. The first and last letters have undergone artistic transformations, and the extension line of the first letter and the decorative line at the bottom are very coordinated, smooth with a hint of movement. If the entire signature is enlarged, it is like a calligraphy work of our Chinese characters, giving people infinite imagination. From the whole signature, the signer is very serious and attentive. I deeply feel the friendly feelings expressed by the African leader to the Chinese people through this signature. | ||||||
The total area of the African continent is about 30 million square kilometers, making it the second largest continent in the world after Asia. The cultural history is long and the natural resources are extremely abundant. The proven reserves of oil, coal, iron, and chromium rank first among all continents in the world, with diamond reserves accounting for 95% of the global total and gold accounting for 2/3 of the global total However, the economic development of most countries is still very backward. Among the 47 poorest countries in the world, 32 are African countries. The fundamental reason why the development of the world economy is so imbalanced cannot but provoke people's deep thinking. As early as 1997, Ivorian politicians represented by then President B é di é put forward the governing policy of "no stability, no development" and the political line of "peace, stability, dialogue, and development". However, the ethnic conflicts and invasions left over from thousands of years, as well as the complex international and domestic environment in contemporary society, continue to ravage the African continent and this country with their enormous inertia. In less than four years from 1999 to 2003, two coups, three mutinies, and one attempted coup occurred in Ivory Coast, known as the "window of peace in West Africa". As history strides into the 21st century, poverty and war continue to linger on this continent of suffering.
