Did not expect that the matter is still continuing. In June 12th, I received a letter from Indonesia. After carefully identify the postal mark on the envelope, i see that is a special mark of the British embassy. Ah! I remember of a letter I sent to the British ambassador. What is the content of the reply? I opened the envelope with a little bit of doubt, and read the letter in a hurry. |
Serious and responsible spirit of the ambassador Robin Christopher made me esteem and admire! I seem to experience British Gentlemanly demeanor. The letter also records of many historical facts from one side : 1. Gusmao was released in September 1998, he is indeed staying at the British Embassy. But the residence time is not a month more reported by the newspapers, but two weeks. 2. Gusmao and the British Embassy and the ambassador have a good relationship, not only in the most difficult days after he was released, and subsequently still maintained close ties. This letter was received after more than a month when I received Gusmao signature postcard. I have been expecting to receive other postcard transmitted by the ambassador Robin Christopher. But I guess, because Gusmao has made once signature, second will not be able to sign. Subsequent facts confirmed my speculation. Until now I still don't know where the postcard is? Perhaps it is now quietly lying in a cabinet in a certain room of East Timor. I hope that after many years, it can become a drop of rain in the historical changes of East Timor. It will reflect a best wishes for East Timor independence process from a ordinary Chinese old man far away in thousands miles. |

According to the past experience, my this philatelic story about East Timor as if should finish. But the "world knowledge" magazine issued in octember 2000, cause me to note this small island country again. The magazine published a article: "Let want to replace violence", subtitle is "Chinese people into the United Nations Transitional Administration in East Timor". The article said: "At the request of the United Nations, China sent personnel with the first large-scale to participate to United Nations peacekeeping and reconstruction operations. The first batch of eight civilian officials have arrived East Timor and became UNTAET dispatched officials in early 2000, responsible for the management of the founding of the preparatory work in East Timor, the author Yonggi Zhao is one of them." |

The article make me excitement and glory, Chinese outstanding young men are playing a more and more important role in the the political and economic stage of the world. I should record these history by way of the philatelic form. A important problem still is the mail address. I used such address from the article" Program infrastructure department, Dili municipal government DILI, EAST TIMOR ". I sent two same postcards on Oct.27,2000, one is for Mr. Zhao Yongge preserves as a commemoration, other one is for Mr,Zhao autograph and mail back to me. (See below) |
While I looking forward to reply of East Timor, a unexpected matter was happened. The two postcards was sent back by the post office on Dec.17,2000. There is a white scrip was stuck the below right corner, and also a red postal business mark (See below, the postcard 148x100mm, the postal business mark is enlarged ) |
That scrip wrote: " All Postal Services could not be provided to the East Timor due to The UPU Circular January 31st 2000. All Mails destined to above direction will be RETURNED on the debit of The Origin Postal administration". That red mark is not clear, but could see it is not English, original text is: " MISSENT JAKARTA SOEKARNO HATTA". It is Indonesian, it is a pity I not found any dictionary in that time (Include Google). But I understood its meaning: these postcards first arrived Jakarta, then Jakarta Post office returns them to origin post office according UPU circular! |
This is a trouble, " A city fire causes calamity to pond fish ", I met a bad thing! What to do ? I am a consumer, I have a right for lodge a complaint, I can ask for explanation to UPU , but this seems too distant! What to do? I have to think a practical way. I recall a friend Mr. G. whose job is in Beijing international postal bureau. I get to know Mr.G. in 1998. I visited the postal bureau for many problem in my global philatelic action at that year. Mr.G warmly received me and answered my all problem. Afterwards I returned Nanjing and continue to put some problem to him by way of a phone, I can always get a satisfactory answer from him. This time I still should ask him for help first. |
Mr.G understood my trouble, he introduced Mr.Y to me. Mr.Y is responsible for this business. He tell me that they haven't received UPU's inform about the problem. He thinks this maybe need long time if do everything by rule. He thought of a way for me, he said: They have a good relations with Australia international post service, He is willing to try by way of Australian for transmit my postcard into East Timor if I am willing. But he explains this way also has some risk, he hope I have a mental preparation. I received his warmly propose and sent again my postcard for a new travel round the world on Feb.13,2001. Now has been a new century! For preventing new worst, I only sent one postcard that is for Mr. Zhao Yongge preserves as a commemoration. If there is good result, I will send second postcard. |
Winter gave place to summer, half year have elapsed in a flash. I finaly received the letter from East Timor on Aug.5,2001 . My postcard delivered to Mr.Zhao Yongge by way of Mr.Y. and Australia post service. Mr. Zhao takes up his pen to write the reply letter after surprise, introduced his case in East Timor and his definite mail address. |
Particularly valuable is the stamp. This is one of the two (different) stamps issued by the United Nations Transitional Administration on April 29, 2000. in East Timor. No par value, used in international standard airmail. (later Mr. Zhao tell me, the price of the stamp is 50 US cents). Another stamp for the domestic mail. This is unique a set of stamps for a country issued by the United Nations. The stamp have a strong impelling force. A island in a blue sea, the people spreading arms for calling the independence and freedom, a rainbow symbolizing a magnificent future , it draws the outside of bright prospects of this new country that is about to born. The upper left corner of the "Lorosae Timor" is East Timor ( Note: Portuguese is office language of East Timor), the upper right corner of the UNTAET is an abbreviation of United Nations Transitional Administration in East Timor. JOAO MACHADO printed in the lower left corner may be the name of the stamp designer. The lower right corner of INT. seems to be the international abbreviation, the INCM IMP.00 the meaning unknown. |
I first contacted Mr. Y and Mr. G, in Beijing, tell them the good news and thank them for their help. Next, I used the new address given by Mr. Zhao to produce a postcard and mailed out on August 10 (I kept the original postcard because its labels have important philatelic research value.) This time is very successful, Mr. Zhao sign and reply to me in September 10th, I smoothly received his second letters and signed postcard in October 1st. |
Mr. Zhao tell me: All UNTAET letters mailed from East Timor, was transfered from Darwin in northern of Australia, and even the Internet servers also are located in Darwin. It makes me feel the hardships of a weak national independence and founding, have more perceptual knowledge for the complexity of international relations. Mr. Zhao also send a lot of work photos to me, From these photos I saw, they struggle and hard work in a foreign country hard and dangerous environment, live up to the trust of the motherland and the United Nations' Commission, have made outstanding contributions to the founding of East Timor, and history will remember them. |
